Improvements to the player banners #126

  1. Add a new state "inactive" that wil be riggered when there is no input from a player for more than 3 seconds (we'll tweak that time as needed).
  2. Change the "Zzz" banner to be used for the above new event
  3. Add a new "Spanner" icon for when the player is in the game menu so it'll replace what "Zzz" was previously for.

Other options:

When you do damage to a player wiht abanner, make it appear for a few seconds no matter if you've aimed at them or not (unless they are behind a wall...).

Maybe make the banner flash or animate also to make sure players understand they maybe shosuld not shoot players who are inactive?

Fix the bug where baners are visible throgh the walls.
